All of the listed filming locations are in California. I think it probable that it's a movie set, but if so it's going to be hell to find out exactly where it is. Good movie, BTW. Fun to watch.

These were shot, most likely, at one of the many "movie ranches," so called, scattered around the outskirts of Los Angeles County, among the better-known of which were Iverson, Melody, Spahn and Corriganville. Like Producers/Raleigh, which offered office and soundstage space along with on-lot support departments and services, these ranches were available for rent to any production, offering instead the use of standing exterior sets. They all had "western streets" that could be dressed to serve as anything from bustling frontier cities to abandoned and decaying ghost towns. Some of the majors*, such as Paramount, RKO or Columbia, had their own such ranches to accommodate exterior scenes that were impossible to shoot on their smallish, centrally-located main lots, and which would be available not only to in-house productions, but also for rent to any individual ones undertaken by other entities. At precisely which one of these Cyborg 2087 shot those exteriors is almost certainly detailed on some long-buried-and-forgotten documents. And even if someone comes across them someday, how likely are they to exclaim, "Hey, look: Cyborg 2087 shot its exteriors at such-and-such-a-place?" *Of them, only Universal has ever housed the entirety of their facilities, both interior and exterior, on one self-contained piece of real estate.

Its Paramount Ranch Western Town in Agoura Hills, CA (between Thousand Oaks and Calabassas). Dozens of TV and movies were filmed there. Unfortunately the set was burned down in the Woosley wildfire in 2018 and there's been a campaign to rebuild it.
