I’ve come to that conclusion recently. I have no clue what Marvel’s plans for the future are, but if they intend to have a new overarching story with a new antagonist, I definitely think Dr. Doom would be the best candidate. This might be easy to forget now, but there was once a time when Dr. Doom was seen as the definitive villain of Marvel comics. He’s basically Marvel’s Lex Luthor (at least before Marvel began to force Norman Osborn into that role), so I think it would make sense to have him be the next big villain in the MCU.
Plus, it’s universally agreed that Doctor Doom has never been done right in live action before, so if they used him as their big villain moving forward, they wouldn’t exactly have big shoes to fill in, so that would be a plus.

I have wanted to see Doctor Doom handled properly by the MCU for several years now. Outside of Spider-Man's rogue gallery, he's one of the first villains I think of when I think of comic book Marvel fiends.
I did read somewhere that they were planning on using him as the antagonist in Black Panther 2. If it's true, then that sounds ideal to me.

I think Dr. Doom should be the new Loki. Dr. Doom should be this ever looming presence, but not in the same way that Magneto was in all the X-men movies. He should never be killed, just defeated. If he is, then it was a Doombot. And make him the villain version of Black Panther...

Apparently, the main villain for that film could be either him or Namor. Oh, why not both? That might result in having too many villains, especially considering that they're both rulers of their respective kingdoms.

I'd prefer that Marvel choose someone else, preferably a mid-level villain they can reinvent. Doom is a bit on the nose as the ultimate bad guy. People may not realize it, but there is a reason Doom is always chosen as the heir apparent to the next big bad. It is because Marvel doesn't have many other high profile villains that can fill the role. You can cite Kang and Annihilus all you like, but we know they're B tier villains.

The Beyonder could do anything and survive anything. I can see him in a lot of the movies following heroes around until the big confrontation in that next "endgame" Avengers movie. Or actual Beyonder movies that cameo other heroes.
Galactus is an actual world ender. His series could be a slow march across the galaxy with Earth in his path. "Infinity Stone" moments could be when he eats a world. You also have a hero team try to go up against him at the mid point of the series and is defeated to show that you can't just fight him.
Kang could be something like the 1st seasons of Legends of Tomorrow or Avengers version of Where in Time is Carmen Sandiego. Have things go wrong with time that only the remaining time traveling Avengers and Dr. Strange would notice because of some residual time stuff on them or something...
Onslaught took a suicide mission to defeat. The series could have things going wrong on a psychic level. Sort of like the Kang noticing time, but with psychic powers coming from Charles. Could even set up X-men vs Avengers in the middle of it. In both cases, the "Infinity Stone" moments could just be a "glitch in the Matrix." Someone noticing it or even something that looks like a continuity error.
I can see a version of The Twelve being Apocalypse's big storyline. Have it not just be about mutants, but characters across the MCU. Give him a minor Infinity War movie in the middle that takes 2 teams to defeat him. Then he comes back and collects 12 super people across the remaining movies. They noticeably go missing in their respective movies. In the his "Infinity War", they become his Horsemen while powering him.
The only thing is that you'd have to come up with a reason for you to also see their side like with Thanos. Probably only Onslaught, Apocalypse and The Beyonder you can easily.

I think it should be Doom who instigates the universe ending threat, not necessarily be the mastermind behind it though. Like he interferes with something that he knows he shouldn't be doing and winds up beckoning a much worse enemy like Galactus or similar.
