Closer to Mickey Rourke. Rourke wanted to rewrite a lot of Whiplash to make him more and they vetoed that. So, really, two people thinking they are more important in the grand scheme of things. Iron Man 2 had way more problems than Mickey Rourke. And he was right, Whiplash was a lame villain who needed more substance to him. Indeed. One of the very worst MCU villains. His one good scene is the racetrack fight. As dumb as he was, Justin Hammer wound up more entertaining.

Iron Man has never exactly had a stellar rogue’s gallery to begin with, so Whiplash being a forgettable villain was never really surprising. He has a few villains they could have used. Blizzard, Crimson Dynamo, Titanium Man, The Ghost, The Living Laser, The Melter, Madame Masque and of course the Mandarin who, as far as I'm concerned, was never in an Iron Man movie. They dropped the ball with the Iron Man series after the first one.

They dropped the ball with the Iron Man series after the first one. The Mandarin is supposed to be in the Shang-Chi movie, but since Iron Man is now dead in the MCU, I guess the character will no longer be remembered as an Iron Man villain.

I think The Ghost could have worked well alongside Justin Hammer as someone he hires to steal Tony's secrets. The armored villains could have worked well in an Armor Wars movie, but that never happened.

He seems to have had a very good working relationship with Zach Snyder, it wasn't until he was replaced that the conflicts started.
