The goal of the mission was to kill Howard and Maria Stark. Howard and Maria Stark were dead and the whole world thought they died in a road accident. So even if the Winter Soldier didn't actually kill Howard and Maria Stark, they were still dead so the goal of the mission was accomplished and it shouldn't matter whether the goal of the mission was accomplished by the Winter Soldier killing them or accomplished by them dying in a road accident.
So there was no reason at all for Hydra to keep the videotape, especially after Hydra (as you had claimed) went to all that trouble to falsify the coroner's report (and thus close the book on any further investigation into the death of Howard and Maria Stark). Like I've said many times before, just bad writing and a huge plothole in Civil War.

I just dont get this dc vs marvel fight at all. I like both, I do think though DC have made a few blah movies in a row. Superman Vs Batman was "ehhh" Suicide Squad sucked. Im not sure why people are so invested in this.

If you read the Stark's death notice, pictured here, there were actual allegations of foul play reported at the time of their demise. This was likely the result of the condition of their corpses/injuries sustained. As next of kin, Tony had that right to hire an independent medical examiner to do an independent autopsy of the bodies. Did Tony not do so because he would've had to pay for the independent autopsy himself and (even though he's a billionaire) he didn't want to pay for an independent autopsy to confirm whether or not his parents were murdered?
