Looks like the light source is likely behind you somewhere given we can see your shadow there blocking the general shape it makes.

I can clearly see a shadow on the left blocking whatever light is being reflected on the ground.

I did a bit of tinkering with Snapseed to polish up the picture but all the elements were there in the original photo.

If you look at just the top, and look at it from the right, it looks an awful lot like Betty Boop! Huh? Just look at the LIGHT from the curb up, and never mind all the stuff below the curb. Then imagine standing on the side as if you were facing, standing on the right hand side, facing the "ghost" of light. So stand to the right of the light, and turn to face Stammerhead's shadow. Only look at (and face) the lit part from those two little yellow painted lines up. It looks like a face (only) of Betty Boop. Looking straight on, the face is sideways, the lips are to the right, the eyes are closest to Stammerhead. The yellow paint just barely touches where her right ears would be. Just turn your phone or laptop sideways. Great big eyes and that little grin. Just remember, looking at the pic as is, the face is sideways.
