Just look at the LIGHT from the curb up, and never mind all the stuff below the curb. Then imagine standing on the side as if you were facing, standing on the right hand side, facing the "ghost" of light. So stand to the right of the light, and turn to face Stammerhead's shadow. Only look at (and face) the lit part from those two little yellow painted lines up. It looks like a face (only) of Betty Boop. Looking straight on, the face is sideways, the lips are to the right, the eyes are closest to Stammerhead. The yellow paint just barely touches where her right ears would be. Just turn your phone or laptop sideways. Great big eyes and that little grin. Just remember, looking at the pic as is, the face is sideways. I don’t see it. I can’t see it either but this often happens. I took the picture below a few years ago after seeing a face in peeling paint and for the life of me I now can’t figure out what I saw.

Just look at the top portion of the light. Turn it on its side or face it as if you were standing there looking at Stammerman while he's photographing. Like to his right but far enough away to not get in the way. Face his ear.
Just turn the "ghost" on its side. The top half is just Betty's head, but turn it on its side.
Ahh well, I'm surprised no one else can see it. Well as they say, art is subjective, but I really do see it clear as day (and sun and shadow! lol)
