This is just one aspect of why the sequels don't work.
Arnold was in his prime in T2. He looked bad-ass, he was bad-ass. This is somewhat of a big part of why the first 2 Terminator movies are so effective.
At the time T3 was made he had lost a lot that coolness in both look and the way he carries himself.
