I don't think so. It was decent in my opinion and Hoffman and Beatty were good together.

It definitely isn't good, but it isn't awful either.
The main issue is that the movie isn't very funny.

I saw it at the theater when it first came out, and didn't like it much. It just wasn't funny enough.

Never saw it. It got plugged and plugged before they released it where I was living at the time and disappeared quicker than you can say Ishtar. It held absolutely no appeal value whatsoever in the trailer. Hoffman and Beatty together just looked like too much mugging and smugness together and it looked plain stupid too. Elaine May sealed her fate as a director and they gave her a chance.
