Klove (Philip Latham) in Dracula: Prince of Darkness The Night Slasher (Brian Thompson) in CobraRichie Madano (William Forsythe) in Out for JusticeFranz Sanchez (Robert Davi) in Licence to Kill Bennett (Vernon Wells) in CommandoRoman (Tony Halme) in Die Hard with a Vengeance Hugo Drax (Michael Lonsdale) in MoonrakerAlmost all of the above, absolute agree on. I think because many of them starred in "cheesy" and some over-the-top 80s and early 90s action films, which of course were made out to be like that (in most cases), a lot of critics and people might dismiss them as not "worthy". But to me, guys like Vernon Wells (Bennet in Commando) or William Forsythe (Richie in Out for Justice) were downright pure evil, and crazy bastards like I have rarely seen, and they completely outshines the main star (Arnie and Seagal). And among action fans, these guys are the stuff of legends, so quotable and memorable, with everything from their names, looks and psycho-personality, everything about them screams BAD GUY! I guess Manny Fraker (Death Wish 3) could also be brought up, pure evil, but kind of "suffers" as he ends up in one of the most hilarious and over-the-top action movies of the 80s, but I love it for that. Michael Lonsdale (R.I.P.) I guess, kind of also sufferered a bit by being casted in one of the most "campy" Bond adventures, but his approach as Hugo Drax was very serious and evil at times, as I will never get rid of the memory of the brutal and nightmarish end for his lovely young secretary, Corrine Dufour:

A few other great villainous roles, that I rarely seen getting brought up, or mentioned, but I think deserve way more praise:
Ben Cross in First Knight (1995) was fantastic as the villain, and it was so easy from the go, to really "hate" him, and while the film suffered, I guess getting released the same year as more dramatic epics, such as Braveheart and Rob Roy, I think First Knight stood out as a bit of a "fresh breath of air" as offered an at times very enjoyabe and well made action/adventure, where I guess some of the romance could have been taken out, but Cross among with Sean Connery were really on fire in this film.
Robert Prosky as the "nice" older mob boss, Leo in Thief (1981). Now, I did not see that one coming, that's for sure. And since I was used to seeing Prosky in you know, the more typical kind and cozy smaller parts as the likeable and sweet old guy or uncle, in stuff like Gremlins II: The New Batch, the characther display of Leo was really intense and nasty, specially how he kind of started out in the film as a more "friendlier" version, then he showed his true color, and not someone you want to mess with, which Frank learns the hard way.
The younger Jack Napier, which we barely see for more than about a 20-30 seconds (or less) in Batman (1989), still stands out (for me that is) as one of the most memorable and chilling appearances of any of the movie villains I have seen in the Batman franchise. A complete change from the far more "showman" entertainer we get to see much more of later on, but I kind of wish (from time to time) the film would continue on with more of Napier, and a bit less of the Joker.

The Joker (Heath Ledger) in The Dark Knight. I don't think he's underrated, I do think most people don't realize he won.

Garland "Red" Lynch (Ross Martin) in Experiment in Terror Harry Roat Jr. (Alan Arkin) in Wait Until Dark Visser (M. Emmett Walsh) in Blood Simple The Collector (Billy Zane) in Demon Knight I love "Experiment in Terror"! It's a favorite for sure. I haven't seen it in forever. And I like the Red Lynch character and almost felt a little sorry for him. He had his good qualities and was very, very human. Great movie. You think Harry Roat, Jr. from Scarsdale is underrated? I think he gets cited a lot as being a great villain - which, of course, he was. I think both villains in the 1986 "Manhunter" are underrated. Brian Cox (as Hannibal Lektor) is very good, so much more subtle than the cartoon monster AH played him as 5 years later. And Tom Noonan as Francis "The Toothfairy" Dollarhyde is a great, multi-layered (and extremely sympathetic) villain. As a movie, I find "Manhunter" to be underrated overall. Michael Caine as "Bobbie" in "Dressed to Kill". You NEVER hear about this one and I find "Bobbie" to be absolutely terrifying.
