Not sure I'd recommend Convicts (1991) as it's rather plodding, but Duvall's performance as an aging Civil War veteran in charge of a prison farm is quite good.

Women's prison film - "Caged Heat" and "Chained Heat" and "Caged" and "Reform School Girls" (technically not a prison film, but it has the same tone and it's my vote for funniest film ever, so it gets a mention. "I thought I smelled FISH!:)
Men's prison film - "Short Eyes" and "Fortune in Men's Eyes" and "Le Trou" (exciting!) and "Midnight Express"
Special mention to the well-known episode of "Charlie's Angels", - Angels in Chains!

Cool Hand Luke, if that counts. Hey, Kolchak, why wouldn't "Cool Hand Luke" count? It seems a straight up prison movie to me.

I'm surprised no one's mentioned this yet, Midnight Express is another favorite. RIP Alan Parker. Midnight Express is a fine film and was very popular in its day. Seems to be largely forgotten now. Maybe because we're not sympathetic toward drug smugglers, or because Brad Davis is largely forgotten.
