The minimum percentage for each area seems to be very low. I think it's very rare for a modern movie to not already meet these requirements. Therefore, it doesn't seem like inferior movies will get nominated instead of more deserving movies. Which means these rules are completely unnecessary.

The only one I can think of is possibly Dunkirk as it was a white guy sausagefest.
Still it still almost qualifies even without knowledge of the technical staff.

Diversity is fine and admittingly there are instances where it's better to have some (if a movie takes place in New York for instance) but I still have some libertarian sensibilites (libertarian left, not Ron Paul/anarchocapitalist type) and generally don't like racial quotas. Even if it doesn't really make a difference, it's not good optics as people get the impression movies are now only being rewarded for being "woke" rather than being good. Besides I think market forces are probably a better way to incentivize diversity (minorities watch movies, so studios feel more inclined to include them in their movies ).

The only one I can think of is possibly Dunkirk as it was a white guy sausagefest. Still it still almost qualifies even without knowledge of the technical staff. There was a thread on Twitter last night which listed several movies. I can't remember them off the top of my head but I think I recall seeing 1917 on that list. If that's true, it would be shocking considering it went into the Oscars as the frontrunner having won all of the televised "best film" awards.

Racial quotas are bad for art. You do not get good art by eliminating merit--you get stale, artificial, oppressive mediocrity. But the Oscars was always about fake virtue signaling--the bigger problem is that it reveals how the corporate media thinks. They are admitting they will discriminate against Europeans and it was Europeans who invented both the dramatic structure used in film and the medium itself. Talk about audacity. It's like telling Italians they know nothing about pizza. This is why regional art and more national-focused art is better to encourage. Everyone gets represented--instead of trying to make one-size-fits-all art based on something other than merit and shutting out talent and audience preferences.

All they would need to do is find a woman or minority or gay person that was an executive at the studio or hire a minority intern.

To be clear, Dunkirk probably meets criteria too, it’s just in the surface it meets the technical option but not the artistic and we have no way of knowing what kind of underrepresentation was going on with internships and whatnot. Also the producer could be an executive at the studio releasing it so Nolan’s Wife would count for that too.

I read the whole article and it's wrong. It only talked about the cast members in those movies, not the crew members nor the people working in the production/distribution companies. Also, the on-screen standard doesn't say that there has to be "one of each." If there are enough white actresses, it meets the requirement.

A good video on the new standards for the I'm-not-racists whose sole understanding of them comes from some Breitbart article:
Tl;Dr: While I'm-not-racists immediately TRUMPeted the "Hollywood is gonna make every movie put more black people in their movies, and that'll make it impossible for movies like 1917 to be eligible!!!" angle, in reality it is actually very easy to meet the new eligibility requirements. Eligibility would require movies to meet at least two of four standards (Standards A-thru-D), and each standard has several criteria by which one can be considered to have met the standard. Basically, the movie only needs to meet at least one criteria from at least two standards to meet the eligibility requirements. Are at least six people on your entire crew from minority groups? Does the distributor or financing company behind the movie have at least two interns from a minority group? Congratulations, you just met Standards B & C, and are eligible for consideration.
