I believe 50% of the job would be hiring good people. If you have a decent cinematographer, a good editor, capable costume designers, good location scouts, talented actors and of course a solid script then you are already halfway to a decent movie.
Although I would be worried about not overspending and bringing the movie in on budget and treating all cast members fairly. You hear all the time what little dictators directors can be. I would feel uncomfortable bossing people around and pretending that it's all for the sake of art.

It would depend on the film.
If it was something I was interested in making, a lower budget, semi-experimental piece with little in the way large action set-pieces, I think I could do a reasonable job. If it was the next Marvel film, probably not.

Maybe an experimental or abstract animated movie but not anything that takes an awful lot of practical knowledge in a variety of different disciplines plus story and character on top of it all.

I think so. I've published a few books, plays, CDs, and a book of photography. Of course, having the right actors helps, but I always wanted to watch one of my movies, and hopefully get better.. I just use my imagination.
