Almost any character actor. The stars get the glory buy I think the character actors make the film. For example, I would watch almost anything with Eve Arden or Thelma Ritter in it just to watch them steal every scene their in.

Being so often known only by their faces or screen personalities or their voices indicates how valued they were / are ! They didn't need publicity or top billing to be valued and appreciated.
They are the backbone of movies without whom the leads would just rattle around talking to each other.
Character actors are not really "under-rated" ... they just don't usually have leading roles. Many of them are HIGHLY rated as ..... character actors.

I find Nigel Green to be an interesting case because he was mainly in supporting roles but did get at least one leading part as Neyland Smith in The Face of Fu Manchu. Very charismatic presence. The flip side of that is John Crawford who had a lead part in Hell Is A City and then was playing both supporting and bit parts (he was in Jason and the Argonauts but I think he had maybe 2 lines of dialogue). Kind of anonymous.

One year they should have an Oscar ceremony where the stars are in the audience but the entire show and its categories are hosted by familiar character actors. It'd be refreshing instead of the comedian-of-the-week.

He had a prolific career in villain roles and as a star of horror films, but Christopher Lee's strikingly handsome appearance, sexy voice and commanding screen presence were overlooked in more conventional starring roles. I would have loved to see him as romantic leads; he could have been great as the (very) tall, dark and handsome type. He was also funny when hosting SNL in the 1970s, so he could have done some comedies, too. But after being typecast as a monster or villain, he didn't get a greater variety of roles.
