What about Cagney & Lacey? What about Hunter? What about Miami Vice? Not the best. HSB was so influential. Hardly any shows before had story arcs, outside of the soaps. Now story arcs are everywhere. Been watching it again on Hulu and I'm amazed that the up and coming actors who got roles. Tim Robbins, Forrest Whittaker, Linda Hamilton, Cuba Gooding, Bryan Cranston (!), Andy Garcia, Joaquin Phoenix.

Blues and Miami Vice. I can't think of a third.
Vice was awesome early, but went to crazy town somewhere after season 3, still some great episodes.
Hill Street had great acting, writing and direction consistently. My choice for best of the 80's. I think it paved the way for the shows to follow, yet good Miami Vice has wicked style and pace, and sometimes story.

Miami Vice for me. I saw scattered episodes of Hill St Blues and always liked it, been planning on watching the whole shebang from start to finish sometime soon. Also watched Cagney & Lacey, Hunter (which holds up very well), In the Heat of the Night. The 80s were a time of many changes for me, so I didn't see a ton of television.
Favorite detective show: I didn't see it back then, but Poirot (David Suchet) began in '89
