Date: November 1, 2001.
Where: State College, PA
On Halloween, 2001, Cindy attended a party at the Player's Nite Club, left around 2:00 am and stopped by a friend's home. Another friend drove her home and dropped her off around 4:00 am. Her friends reported her missing 3 days later after not hearing anything from her. She has not been heard from since.
Her backpack, cellphone, and part of her Halloween costume were found in her apartment, but her keys, purse, credit cards, and driver's license were not located. There were no indications of a struggle or foul play at her apartment. Her parents flew from South Korea after her disappearance and cleaned her apartment shortly after the initial search by the police, potentially destroying any evidence that remained. Her friends all stated that she was not suffering from any mental or personal problems, and all her friends and individuals she was in contact with the night of her disappearance are not considered suspects by the police. While she had been in a breakup about a month prior to her disappearance, her friends stated that she took it well, had started therapy, and was taking medication.
A few days after she was reported missing, a tip came in from a woman in Philadelphia who claimed she saw a woman matching Cindy's appearance inside a vehicle with an unknown man, and Cindy was crying out for help. The witness claims that another man interrupted her and told her to leave. The police state that the witnesses' story has changed several times and they have been unable to verify her statements, but have a sketch of the man the woman claims was inside the vehicle with Cindy.
In 2003, a man named Paul Weakley, who was facing felony burglary charges, claimed that Hugo Selenski (a previous accomplice) and Michael Kerkowski, both career criminals, abducted a woman who matched Cindy's description. Weakley claims that they kept her in Hugo's house in Hunlock Creek, PA (about 120 miles away from where Cindy's residence), and Hugo eventually killed Michael after he found out Michael kept the bunny ears from Cindy's costume. Investigators dug up 12 bodies from Hugo's property, including the bodies of Michael and Michael's girlfriend, but none of the remains belonged to Cindy. It was discovered that Hugo moved onto this property a few months after Cindy went missing, which could explain the lack of body.
It was later discovered that Paul had been extensively researching Cindy's case online, leading police to question whether Paul was fabricating evidence to get a lesser sentence, or even if Paul was the actual killer and trying to frame someone else. However, Paul's claim that Hugo had killed Michael and his girlfriend and buried them in his yard turned out to be true.
