The Third Man is pretty decent. Haven't really seen that many from 1949.

That was such a great year that it is incredibly difficult to pick just one as the Best. The Oscars chose "All The King's Men."
John Wayne appeared is two of his best (and two of his best performances) in "Sands Of Iwo Jima" (Alan Dwan) and "She Wore A Yellow Ribbon" (John Ford). In Japan, Toshirô Mifune made an early impression in Kurosawa's crime drama of devastated post-war Tokyo, "Nora Inu" (Stray Dog), and Setsuko Hara is luminous in Ozu's in "Banshun" (Late Spring). Over in France, Jacques Tati kept the world laughing in "Jour De Fête."
WWII continued to influence U.S. and British films as seen by these superior productions:
Battleground / William A. Wellman The Hasty Heart / Vincent Sherman Passport To Pimlico / Henry Cornelius The Third Man / Carol Reed Twelve O’Clock High / Henry King
BUT...if I had a gun to my head and HAD TO CHOSE, my pick would be:
"The Heiress" with an almost supernatural performance from Olivia De Haviland, Ralph Richardson (superb as usual has her controlling father), and Montgomery Clift as her shallow suitor. Based on a novel by Henry James.

white heat, with cagney, pretty bad year though, the art of comedy went to hell after the war, cary grant made "i was a male war bride", one of many stinkers he made in those years

Third Man in film and music. It's a classic and the scenery of post-war, bombed-down Vienna is haunting, especially if you know how they later managed to gloriously rebuild the town. A historic testament.
