The ones who know the 'rules', who know 'this is where this character gets killed, I'm not doing that', etc. Aside from the Scream franchise, is this a thing, and in what movies?

After Scream there were a ton of these kinds of characters, but I recall some cheap crappy movie that I believe was an anthology and had a character in the beginning detailing the sorts of rules for survival and stuff in a similar. It was from the late 80s or early 90s so it definitely came out before Scream, but it was a small straight-to-video kind of thing so I doubt it made much of any impact.
I can't remember the title or much else about it. I just remember this guy talking about horror movies and how they could survive as (I think) he was in a car with a friend broken down on the side of the road at night.

Well, scratching off the Scream franchise, we'd also have to scratch off nearly every teen horror movie in its wake. Even Jeepers Creepers crammed in a "don't do X because horror movie" gag. Earliest example I know of is Friday 6: Jason Lives - "I've seen enough horror movies to know any weirdo wearing a mask is never friendly".
Characters in An American Werewolf, Return of the Living Dead, and From Dusk Till Dawn don't mention the rules of surviving, but do know the rules of defeating their monsters. Though sometimes they don't work ("You mean the movie lied?!")

And certainly Fright Night would qualify too. The kid recruits a horror movie star because he thought he would know the rules and everything. But this other movie with the guy in the broken down car... I gotta figure out what that was.

I know that there are a number of movies that have titles along these lines, but I've only seen the former, which does certainly have that kind of character. Also there is a movie called You Might Be the Killer that's got it's own version of that.

I figured out the title that was escaping me; There's Nothing Out There (1991).
IMDb reminds me that it's about a 'horror buff who tries to warn his friends about impending danger, but that they stumble into all the cliches found in a typical teen horror film.'
I remember it opened with a nightmare sequence set in a video store and a girl gets enveloped in VHS tape ribbons.
Kinda on the nose, but also kinda ahead of it's time.
Looks like I gave it a 4 on IMDb, and I can't really remember much else about it, but that introductory idea might mean it's worth a re-watch.
