Civil War was speculated for long before it was announced, many thought it was likely to come about based off of the interaction between Stark and Rogers in the first Avengers. BvS was just announced first. Captain Marvel was rumored to have had a movie for a while, and some people were chuckling at the idea that a Captain Marvel movie was getting made before a Wonder Woman movie. Wonder Woman got announced a while after she was announced for BvS and didn't get kicked into production till halfway into filming. If you're going to go by speculation and rumors, then you have to say that MCU is a copy of DCEU because a DC shared universe was speculated long before MCU. Will Smith's Men in Black movie even had a billboard advertising a Superman/Batman team-up movie. And it was speculated that Green Lantern would be the first movie in a DC shared universe.
But if we go by actual confirmed announcements and not speculation, then bottom line:
BvS was announced first and then MCU reacted to that announcement by announcing Civil War.
Wonder Woman was announced first and then MCU reacted to that announcement by announcing Captain Marvel. Moreover, there is absolutely no evidence at all that MCU ever planned to make Captain Marvel (or any other female-led superhero movie until after DC announced they were making a Wonder Woman movie).

Actually it IS the other-OTHER way around. Civil War was rumored months before BvS was announced. And Captain Marvel was confirmed to be in development right before Wonder Woman was announced to be going forward with its production. Sostie covered everything else. BvS was announced back in 2013. That was before CA: TWS was even released. CW wasn't announced until 2014. Yep, that's correct. BvS was announced long before CW was announced. And Wonder Woman was announced long before Captain Marvel was announced.
But MCU fans don't want to admit that so they always try to revise history with their "alternative facts". There's another dumb MCU fan here who keeps claiming that the Justice League had no impact on the creation of the Avengers even though Stan Lee himself has admitted that his boss told him to create a superhero team for Marvel because his boss saw how popular the Justice League comics were so Stan Lee created the Fantastic Four (and later on the X-Men and the Avengers) because of the Justice League.
So without the Justice League, there would be no Fantastic Four, no X-Men, and no Avengers comics and therefore no MCU. But that dumb MCU fan doesn't wan to admit that so he keeps trying to revise history.

No I don't, because there's a difference between inception and actually going forward with it. Marvel plans their movies in advance and were setting up Civil War even with the first Avengers.
Men in Black? You mean I Am Legend dummy and considering that billboard was just put in for fun doesn't mean squat.
Speculation? LOL no, Green Lantern was originally SUPPOSED to be the start of the DC cinematic universe but it did so poor with critics and audiences WB scrapped the idea and later made Man of Steel the start of one.
Marvel said they were planning on doing a female led superhero movie before their first phase was even completed.

It's bad enough that MCU has refused to make a female-led superhero movie for such a long time, but it's even worse that instead of showing her as a strong woman who can stand up and fight for herself and kick some ass, MCU is promoting their first female-led superhero movie by showing her in her bra and panties.
