What about Last Man Standing? I couldn’t remember it well enough to know if it was poll worthy, I just remember it being a bad film and can’t even remember walkers character in it

I wouldn't consider his character in Seven Psychopaths a villain. I found him really likeable in that movie. Woody Harrelson's character was the bad guy.
I like Last Man Standing, it might be derivative, but Walken is ace and has all the best scenes.
He is also very good in At Close Range playing Sean Penn's father. His character is chillingly evil.
From this list I would probably choose A View To A Kill.

Out of the ones listed, A View to a Kill. I have to second (or third) Last Man Standing though. I don't want to die in Texas. Chicago, maybe... but not Texas. You can meet me there if you like.
