And if it is, does that make it the best slasher ever made?

It clearly has the famous slasher tropes like an unstoppable killer and the final girl. So I guess it could qualify.

Why not? Both T1 and T2 could happily be slashers.

Sure. I’d say The Terminator fits into the slasher sub genre pretty comfortably.
Not the sequel as much, though.

Slashers don't use guns.

Sure. I’d say The Terminator fits into the slasher sub genre pretty comfortably. Not the sequel as much, though. The foster mother shapeshifter moment in T2 is why I call it a slasher too.

Replace his gun with a knife and you could argue it's a slasher. Otherwise it's more like a action/thriller.

It does feel like one...but mostly for the first 32 minutes when he's going around killing the Sarah Connors. After he offs the horny friends (another slasher staple) it turns into more of a straight action movie. With that and the lack of actual slashing, I'd overall say no.
On that note, I've also heard Predator described as one. It's kind of the Friday the 13th to Terminator's Halloween, only the Predator does use slashing weapons.

Nah when I think slasher (specially 80s) I think of serial killers & Psychos. Terminator is Action/scifi/horror thanks to the chase and time travel angle. Plus the Sarah and reese one night stand that creates the future savior ads a little romance to it as well.

It’s not generally placed alongside slasher movies.

No.
It is a sci-fi action movie with slasher movie elements.
He uses guns. Guns are not a slasher movie weapon.

Yea there are parts. I mean basically the terminator is a slasher...but the mood of the second film overall doesn’t feel like as much a slasher as the first to me. I think because there’s a long interlude in the middle when the team is in the desert where the T1000 is absent and the threat really doesn’t feel like it’s on their heels. Compared to the first which has a breakneck pace with scenes that cut away from the heroes hideout to show the T100 has terminated Sarah’s family and is pretending to be her mother on the phone.

It shares a few similar beats and concepts with a slasher flick but I'm going to side with No for a couple of reasons.
The first is that you see too much from the perspective of the Terminator as a character. You never see Michael Myers arguing with his landlord or going to buy his knife, if you get me.
The second is that it's well-explained to you what the Terminator is at about the halfway point rather than leaving a mystery of who the slasher is and why they're killing everybody.

In a way, I do consider it to be a slasher. The first quarter or so definitely plays out like one. Although if we’re going by objective terms, then it technically isn’t.

To be fair, Maniac and Christmas Evil are considered slasher movies and are entirely from the perspective of the killer. They are just not in the same vein as the typical slasher movie. The Terminator isn't a slasher movie because it only has a few things in common with the genre. What makes a slasher movie a slasher movie is that the movies are about the killings. The slasher moments in The Terminator are incidental.
