Actually Russian athletes that are clean will be allowed to compete. Only it won't be called "Team Russia" and there won't be a Russian flag or anthem at the events.

IIHF (Hockey) World Championships in Belarus 2021 might see Canada boycott due to democratic chaos. Not that travelling abroad is at the top of the list for most athletes these days.
