The Plague Dogs is guaranteed to always bring out Niagara Falls with me every single time. I also find The Last Unicorn to be heavily depressing depending on how one responds to it’s themes. The Sky Crawlers can also be a sort of downer as well. Of course, films like Barefoot Gen and Grave of the Fireflies will depress anyone too but those feel too obvious. Oh yes, It’s Such a Beautiful Day is another great one guaranteed to damper your spirits a bit.

I came here to say this. Also, “Colorful” and “I Want To Eat Your Pancreas” While I can certainly see why some would get some depression from those films, I find both of those to be rather uplifting actually. Colorful in particular is my favorite animated film and always leaves me with heavily positive feelings.

While the definition of cartoon can certainly be debated, it's most commonly perceived definition does not apply to the vast majority of great animated films. Perhaps instead of jumping into a thread with a blatantly provocative statement, try giving a more detailed explanation of why no animated film is capable of representing sadness or depression.
