Since EVERY award is theoretically open to EVERY film why bother with categories like foreign language/animated etc.?

Since EVERY award is theoretically open to EVERY film why bother with categories like foreign language/animated etc.? Foreign-language films are inelegible for the Best Drama/Comedy/Musical Golden Globe, but eligible for everything else.

Well if its in a foreign language i don`t see the problem.
I mean the nomination is foreign languages film not foreign film. So if its an American movie production in a foreign language than i don`t see anything wrong with it being nominated for best foreign language.

Another complain is that INGLORIOUS BASTERDS was allowed to compete for Best Drama despite having scenes in different languages. I don't remember which language was the predominant one. And that's the thing: How do voters measure that? Do they literally count the number of words that are uttered? When I saw THE FAREWELL (which was part of the exact same controversy as MINARI), it felt like 50/50 between English and Mandarin.

Because generally those films are overlooked in the main categories so these give them their due, though I think they also enable that overlooking. It took 92 years for a foreign film to win Best Picture when it probably should have happened decades ago.
