Either the plot, part of the plot, or in the background of the plot. There is the obvious movie from 2011 offcourse. The only ones I could come up with was After the Thin Man 1936, and a few scenes with Capt'n Andy drunk yelling "Haaaaaap-p-p-p-py New Year" in Show Boat 1952, maybe the same in earlier versions.

Billy Wilder's classic The Apartment comes to it's climax on New Year's Eve.

The finale to Woody's Radio Days with Diane Keaton popping in to give us a lovely rendition of "you'd be so nice to come home to."
I think Cafe Society ended on NYE too.

A well-made film but very much a downer.

REPEAT PERFORMANCE (1947) -- stage actress Joan Leslie gets to do it over again from New Year's Eve to New Year's Eve ... with the same result living with alcoholic and unfaithful husband Louis Hayward.

Wolf's Clothing ... aka "Barry Baline, a guard at a subway station, has worked at his job for six years without a day off. One New Year's Eve he's told that he won't be needed until the next morning, so he decides to go out for a night on the town. As it turns out, however, his "celebrating" is short-lived--he is knocked down by a large, luxurious car driven by a man wearing expensive evening clothes. Complications ensue."

A special subset would be films set on New Millenium's Eve, like: Strange Days (1995) dir: Kathryn Bigelow

Only one New Year's Eve sequence in Splendor in the Grass (1961), but a plot pivotal one.

"I'm the only one trained to do this!" TPA is the only film where I can tolerate Shelly Winters.
