That's very odd. What make are they? Like you said obviously by design, given the cut out but why on one side only? Could it be replaced by or actually be a footpod thing that would pair with a device to read cadence?
Semi-coincidentally I've been injured for over a month now having knackered my heel as a result of a hard lump of mis-set foam in one of my running shoes. First time I ever came across anything like it.

I am repairing some running shoe soles that have been coming loose. When I peeled the soles almost completely off so I could apply some glue, I discovered this plastic piece. I'm assuming it was part of the design from the manufacturer, given the way that the pocket was carefully cut into the sole bed for it to fit into.
I'm curious to how you go about 'repairing' running shoes whose soles are coming off
Don't they fall apart on you after a few runs?
Some of my favorite running shoes were like 15 years old - New Balance, Adidas and Asics - started falling apart - tried 'Gorilla Glue' which lasted all about 20 feet of running 
I know '0' about sewing - but saw this thick needle and string that I guess were meant to go through heavier material but figured it wasn't worth the hassle
I cannot standing running in new sneaks - like breaking in new boxing gloves - which is why I try to get as much use out of each as much as possible
An old pair of running shoes (like boxing gloves) - that are broken in - it's like slippers on your feet

Interesting Interesting indeed From so much wear - i.e. from your pics - one would think you'd have to scrape the excess old glue off and then clean the parts to be glued together - perhaps even scrape a small portion of each top of the layer off to get a satisfying result, no?
