I guess they could always do a post Civil War, pre Infinity War film. Or maybe see what he was up to when he went back in time to spend it with Peggy.

There doesn’t necessarily have to be another film dedicated solely to Steve Rogers/Captain America. If another Avengers assembled happens, his role might be more like Nick Fury or Thunderbolt Ross. Then there’s all that time Steve spends with Peggy after jumping back into the Quantum Woo. That’s 70 years of what has he been up to.
It’s rumored Phase Four will be about big problems with multiverse after Thanos screwed up everything with the Infinity Stones. There’s a lot of potential for a Rogers not explored in the comics yet.

They'll all be back. Scarlett Johansson aside who is still doing MCU movies Chris Evans' and Robert Downey Jr's careers aren't doing well post-Marvel.
