I'm sure I have one but I am organizing so everything is a mess.
I found a sheet of mom's collection Recipes for: Rice Meatloaf Chili Cornbread Casserole Chili Con Carne Meatballs for Spagetti Quick Chili meatballs Mostaccioli casserole Burgers on a stick Huntburgers Crown O Gold Meatloaf Vegetable Burger Loaf Saucy Meatballs Lipton Onion Burgers Quick Casserole Dinner-oops. Mom, where's the rest? Just some ingredients with no instructions on cooking?
The chili cornbread might be close
1 lb extended ground beef 1/2 C water 1 C chopped onion 1 clove garlic, crushed 1 C sliced celery 3 T Worcestershire 2 tsp chili powder 1 1/2 tsp salt 1 can(8oz) tomato sauce 1 can (1 lb) corn 1 can red kidney beans, drained Cornbread topping
Cook beef till it loses its red color. Add onion & garlic & cook about 3 minutes longer. Add 1/2 C water & remaining ingredients except beans & topping. Bring to a boil & simmer stirring often 10 minutes. Add beans & simmer 5 minutes longer, put in 3 at casserole & cover with topping. Bake at 350 about 30 minutes.
Topping-add 1 tsp chili powder to dry ingredients.(I'd gamble cornbread mix, like a jiffy box or an envelope & make as directed.

This has to be from the 70s when mom used a lot of meat extender which was some soybean thing as I recall. It should work with lb of ground beef. I would leave out the celery (& onions. I hate onions. Maybe a dash onion powder for flavor?) Of course it needs cheese. 1/2 lb? In with meat filling as one puts it in the casserole dish to bake?
I used to make an enchilada pie that was similar. Seasoned Ground beef, cheese, tortilla, cheese & beef, tortilla...as many layers-2 or 4 as long as one ends up with a tortilla on top & cheese on top of the tortilla. Then yeah, 350 for half an hour or so.
I have always treated recipes as suggestions to toss ingredients I dislike.
