No. There are some side characters that have enough depth and charisma that you immediately know they can be the star of their own show. Loki, Black Widow, Rocket and Groot, Falcon and Bucky, Wanda and Vision, Nick Fury, Phil Coulson, etc. But there are some side characters that you can immediately tell are too shallow to handle their own show. Drax and Mantis, Warmachine, Wong, etc. Darcy and Woo fall under this category. There is literally very little that's interesting with them. Warmachine is getting his own show, "Armor Wars". Well sh*t. There goes my theory. And to be fair, I also don't think Bucky or Falcon on their own were interesting enough to get their own show. But put them together and they've got something. But Warmachine on his own? I just don't see it. I'd far prefer a Heimdall series.

They might get the story, but they all play off another known character. Even if it's just the love interest.

You just named a bunch of characters that are basically second leads and already has a show (Coulson)... Woo and Darcy weren't that high up in the cast list. I mean there was no way you could see Coulson as a lead in a series when he was in Thor. Oh but I could see Phil Coulson handling his own show even back from Avengers. So can Pepper Potts. So can Klaue. So can Agent 13. See, just because some side characters are interesting enough to host their own show that doesn't mean that every single little side character there is interesting enough to get the same treatment. That's just a fact. Heck, Darcy even has more haters than she has fans, and for some reason you think she can handle lead on her own show? Them being able to handle lead on a show has nothing to do with if the fans like them or not. Darcy is played as the "sassy sidekick." In this series, she pretty much became the "guy in the chair." She's the scientist and computer nerd that helps out the field agent. Hell, in the latest episode Woo even had an action scene with him fighting. Both of these characters are being taken to another level while still being in their original wheelhouse. I can see them being in something like a mix of WandaVision and Supernatural. They get partnered up to solve strange occurrences that turns out to be some powered person that might not get used otherwise.

A War Machine series would make up for the squandering of his arc with Iron Man 3. He has possession of the revolutionary Stark technology, which is even more important now Stark is dead.
As a hero he’s kinda like Robocop mixed with Superman. He can take on mid level Marvel villains on the streets, in the oceans and the stratosphere. A War Machine series has real potential. Only I wish he’d keep his helmet on most of the time, like The Mandalorian, but obviously it won’t happen.

Just look at what happened to Peggy Carter, and she's far more popular than either Darcy or Woo. Now just to be clear, I'm not saying for sure that a Darcy/Woo series would fail. I think it has a high chance of failing but then anything is possible. That said, there are lots of far more interesting MCU characters that would make for a better show.

Also, the way I see it is a way to introduce or showcase characters. They get sent in to investigate some weird thing and it turns out to be a powered person. Think something like WandaVision, but more from their perspective.

Popularity is definitely a factor, but you also have to consider the basic premise and make-up of the character. It's why a Hulk movie is so hard to make successful, because there's not a lot of story options for a guy who's basically strong, angry and dumb most of the time. Even in Wandavision they already had to heavily upgrade Darcy's skillset just to make her interesting, to the point of completely being inconsistent with her character in Thor. Sure they can write a Woo/Darcy series to be interesting, but they'd need to heavily retcon the characters to do so. And then there's the acting skill of the actors to boot... and right now I'm not convinced of their lead potential.
