Well radically changing you appearance seems to be one way, though that's not always a guarantee (50 Cent lost a bunch of weight to play a cancer patient in a movie no one saw)

Step outside of their comfort zone, playing something a little more challenging than expected. They'd still have to succeed though. A lot of actors tried to step outside the box and failed. It happens.

Then actively look for interesting scripts.
Do an audition/test to show you've got the acting chops.

You are missing the nuance of the question or at least pretending to. The OP is clearly using the word "actor" in terms of talent in the art of acting and movie star in terms of someone who can sell movies based on their name alone.

What you are missing is that what makes actors movie stars is that people flock to see them do what they always do and to play in audience friendly movies. If Tom Cruise spent his time making the movies like Magnolia and Eyes Wide Shit for the majority of his career, he wouldn't have become a "movie star." Who are you classifying as a movie star? Is Robert DeNiro not a movie star? Is Al Pacino not a movie star?
