Kind of depends on what one calls a horror film. The Bad Seed or Silence of the Lambs would top if they count. Otherwise, Jaws would be next in line if that counts. Going beyond that, it gets even more complicated...

It's not that it's scary. I like it as a suspense film. The "child in peril who nobody believes" trope is done in such an entertaining way. And Brad Dourif is a lot of fun as Chucky.
Although there are some decent scares such as the mom suddenly realizing that there's no batteries in the doll.
