I think its important to mention that it was Napoleon III who invaded Mexico and not the Napoleon of the Napoleonic Wars
He did it to force Mexico to pay its debts.

Probably thought it'd be easy. No doubt. Especially since the US was busy with other issues. But it wasn't easy. And Napoleon III wanted some of the glory of his more capable uncle
