Quite a few that have never been used, here's some I would like to see:
Man-bat (he was sort of in a deleted scene in Forever) Clayface (maybe they could even use Ron Pearlman again to voice him) Hush (a newer one but an interesting concept for those that have read the comic book) Calendar Man (he was rewritten as a Hannibal Lector type villain in Long Halloween, they should go with that version) Dr Hugo Strange (one of Batman's early villains, interestingly enough never been used in any live action movie)

I liked Clayface in the cartoon. Also Toyman from the Legion of Doom days.

I'd like to see Batman given a rest to be honest.

Good choices, even Calendar Man and Ventriloquist.

I’d love to see Clayface, would definitely be an interesting and unique villain without a doubt. Hugo Strange would be great too but he’s already been done to perfection by BD Wong in Gotham.

Condiment King That deserves a Google. He was a joke villain from the 1990s cartoon. I'm surprised someone else here knew who he was.

The problem with Man-Bat is it would almost certainly require CGI, which can look really bad and fake up close. They should just use CGI for the far shots when it's flying, and then use animatronics/costume for up close shots (with maybe some CGI), it would look far better that way.

I'd like to see Batman given a rest to be honest. I always thought WB dropped the ball with Batman. They should have made the Batman series like the James Bond series. WB could have had their own Bond. Bruce Wayne could have been their vigilante (spy). Alfred or Fox could have been his Q. (Depends on the story) Commissioner Gordon (M) Gadgets, going undercover, tuxedos as his disguise, etc... You cast a new Bruce/Batman every 10 years or so. If you make a new Batman, and it sucks. Oh well. They are one off stories. They don’t have to connect. Get a different director for each one. Etc.. PS, different girl for each movie. Or no girl.

He was already in Batman and Robin. Or do you mean a version that doesn't say lame ice puns?

Professor Pyg or Solomon Grundy could be interesting too.
