I don't know how you folks find out about all these foreign films. Is there a website that looks at new releases from around the world? The number of new films produced each year must be staggering. How can you know what is worthwhile? I have a bunch of links on my IMDb profile page. Some of them still works
In addition, you may like to check this one out
I think some of the ways are to study best film list, follow the award, check out the filmography of the directors, or participate in film polls. The newer films are harder to up-to-date if you don't live in that country. The name of the good ones will have a good chance of spread.

From my own collection Loaning from a friend or relative. Youtube, seen some old favorites there, some are there forever while others are there just a few day so one sometimes has to decide at the spur of the moment, after checking out the copy quality, length compared to what our old site states.
