Zemo knew of The Power Broker from before his incarceration. Sharon only got to Madripoor in the years since.
Sure, she could have killed The Power Broker and taken their place, but that’s a little silly. It’s a hell of a transformation for her to become a criminal kingpin. I know she was a top level spy but is she immoral enough to be the leader of a criminal empire?

Sometimes the more logical explanation is the best. Like she is a hooker for The Power Broker. Now that’s intriguing and leaves potential for a spicy spin-off. |

Well that sucks. Admittedly, I'm not a huge fan of turning her into an all-out villain but at this point I'd take that over her getting relegated to a side character again.

Yes but the Power Broker existed before he was incarcerated. Sharon was working for SHIELD at that point. She couldn’t have been The Power Broker at that stage. Perhaps there was a different Power Broker who she overthrew, becoming the new Power Broker. |
