This is specifically Season 5 covering eps 101-120. The Beautiful World.
This is comedy with some history scattered in.
There was some controversy
The episodes are short-5 minutes, though probably add another minute for the English dub credits.
The premise is countries as characters with the title being a portmanteau of useless & Italy.
I imagine more serious anime fans need not bother as it runs heavily to cute.
Axis Powers is more fun than this season, though this one picks up around the 4th episode. Most likely because the episodes were more focused on WWII so less subject matter to track. Felt like fewer characters as well.
We get the usual Italy airhead fails being accepted by Germany anyway with even odds of Italy turning into a chibi (small cute) character.
Instead of Russia terrifying everyone, we get an episode of his youth being terrorized by other nations. 2 episodes comparing horror films. Halloween. Christmas (they lose 3 Santas). America celebrates 100 yrs & 200 yrs which Britain doesnt take well. Estonia falls asleep & imagines all the other countries are now women. Germany buys a book to try to understand Italy.
The English dub can grate.

There was some controversy
It was originally scheduled for broadcast on Kids Station on January 24, 2009 but was later canceled. The cancellation only affected the Kids Stations broadcasts; plans to make the series available through mobile phone and Internet streaming were not affected. The controversies arose when numerous Korean protesters called for the cancellation of the series, claiming that the personified character of Korea was an insulting representation of Koreans. Kids Station claimed that the Korea character does not appear in the anime and that it was "unaware of the criticism in Korea," and cited "various circumstances" as being behind the decision to cancel its airing of the anime, but they did not provide further information as to the nature of these circumstances.
