There's a detailed answer on Stack Exchange that explains and shows how anime haircuts developed over time. First the color was just to show off in rare color illustrations of manga which are normally black and white. But then it developed into a trend. There's lots to read about plus visual examples so check out the question and other responses maybe too and tell me what you think. As far as hair coloration, filling, and style goes-- the whole shebang-- I was always under the presumption that it's multifaceted. These may be some hot takes on my part. First, faces are deliberately simple in design in manga and anime. This is because it is an industry with constant, often crushing deadlines so you need to be able to draw quickly. This means hair is doing much of the heavy lifting to distinguish characters. It's true you can do a lot with facial features and art style, and this is not always the case, but I think you could take a lot of characters, remove their hair, and it would be difficult to tell them apart. Style is definitely important but eventually you're going to have to accept that hair styles are not that different, depending on how grounded the work is. You need other means to distinguish your characters. Second, hair coloration works into this by making them instantly identifiable while also giving them additional character visually. Manga is black and white aside from special editions but when it comes to anime and visual motion, it's good to know who is who as quickly as possible depending on the show because you can't stop and absorb a panel like in printed form. Having unnatural coloration solves that problem of identification and has the added bonus of allowing you to express aspects personality immediately as an artist or even subvert them. Red hair and blue hair are opposites; or not? Pink hair is a cheery bubbly type; or maybe they have a dark secret? There's much you can do with that with coloration in animation. Finally, there is one famous instance that was simply used for the sake of pragmatic considerations. Dragon Ball Z, easily the most popular anime of all time, eventually introduced the concept of Super Saiyan (basically a next level superpower) and it would turn the character's hair blond when they took that form. The reason? The guy who drew the manga got sick of coloring in the black hair of the character Goku, namely due to the constant pressure of having to put out material, and chose to do that so he could outline the hair without filling it in. Fun stuff!

I wish that they worked harder on character's faces myself. They seem to have put themselves in a bind. Have to keep the lips uncolored so that they can exaggerate the mouth movements. The noses have to stay simple except on characters who are older because it's become a sign of age in anime to have a big nose bridge. And if they don't have the big eyes then you can't read their expressions without even trying. I wish that they made less anime but put more creativity into the designs. You only have to compare Satoshi Kon to the normal style or look at the difference between the new and old Pokemon designs or compare the effort in the major Shonen titles to something like K-On! to realize that there's plenty of room to experiment.
