Let them go and ban them from playing in domestic league, cups and international tournaments, and ban the players from playing for the national team.
Only allow them to play against teams in the ESL.

I like the idea of a total ban from all other competitions coming to fruition.
People would soon get fed up watching Spurs and Arsenal getting trounced by Madrid four times a season and soon they'd be asking back into the PL.
Maybe it could go the way of the arrows and we'd get two World Cups - one with the ESL players and another with those left behind.
