With all the murderers, rapists, child molesters, etc. out there, the police give top priority to apprehending someone who didn't return a VHS tape.

Well at least the DA was smart enough to drop the charges but it seems it was affecting her unknowingly for a while via job background checks. I don’t talk about it here much, but I really despise our bloated, nonsensical justice system.

Article reads that the DA's office dismissed the charges which is nice.

I once forgot to return a video and within a WEEK, they called me to ask for it back. Who fell asleep on this job?
Meanwhile why doesn't the library have a similar policy? They just let it stay out for years and only let you know you have a massive fine when you try to check something else out.

Mind you, perhaps she should have returned the tape.

As ridiculous as the punishment is, I’m sure she signed some agreement with the video store (most video store places made you fill out a form with your name, address, etc...)
If she signed a contract or terms stating that was the penalty if she didn’t return the VHS tape, then that’s the rules.
Do I think the punishment fits the crime? No. But don’t just sign things without reading them or following the rules.
It’s on her. Right or wrong.
