Maybe not the worst possible choice, but it was part of the overall distaste the audience had for Captain America's character. They felt he was an outdated goofy character who could never be done right, used the old early 90s movie as proof, and that Evans would just make it even worse.
I do laugh at the huge backtracking though, I knew those same people had no integrity and wouldn't stick to their guns.
As for Larson's acting, she was playing someone brainwashed into being emotionless. We may as well complain about Arnold's acting ability in that type of character.

The only notable criticism I can recall for Captain America once the movie had released was the goofy costume he wore in Avengers. There was the confusion why Chris Evans was playing him as he'd played Human Torch.
That's about it. He was never disliked. Just at first not as popular as Iron Man or Thor.
