It's to "appease" small business owners that can't sell their wares, while letting big business stores like Costco and Walmart to stay open by selling only essential items like groceries.

You could still by games in UK supermarkets during lockdown but game shops were closed. Personally I think she just didn’t want to buy him a new game until he’d cleaned up his room.
