years ago I was denied a flu shot for lacking a health card

I was too stupid to apply for an Ontario one when I started living here because my parents don't believe in doctors and never told me to. And now we vaccinate everyone even if they don't have ID.

What changed? Isn't the idea to prevent spread of communicable illness in both cases?
