I don't know either. I listened to the whole soundtrack, and other songs purported to be in the movie but not included on the soundtrack. I've also listened to about every song from The Germs, Cripples, and Rough Trade from 1981 and earlier that I could find and that heavy beat is not in any song. Same song is heard in The Making of Cruising documentary at 2:51 and 39:44.

I Shazam'ed it and didn't get anything. Either the clip's not long enough or it's just some riffing that doesn't belong to a larger piece of music.
