Who said anything about a conspiracy? Star Wars definitely began taking a backseat to Marvel starting from 2018. You mentioned enthusiasm in general for Star Wars you never mentioned anything about Marvel. Enthusiasm for Star Wars in 2019 was much lower than it was in 2017.

"...Considering the reports that The Flash will be Ben Affleck's final film playing his version of Batman, it's been theorized that Michael Keaton will return to play Batman going forward in a newly rebooted DCEU, considering that he'll also be starring in Batgirl. Likewise, new photos from the set of Batgirl support the reboot theory. Not only are there magazines with covers referencing the likes of Gotham reporter and Bruce Wayne love interest Vicki Vale, but there's also one featuring an interview from Dick Grayson, the first Robin and eventual Nightwing in the comics. Furthermore, a mural featuring Keaton's Batman alongside a Robin he never had in the Tim Burton films suggests that Keaton could be a rebooted DCEU's resident Batman with a life and superhero career beyond the two films, replacing Ben Affleck's Caped Crusader."

"Dude, those guys are crazy! I don't know how they do it, and they had been shooting for four weeks or so by the time I joined," Simmons revealed. "I met them via Zoom, and I was under the L track outside of my boxing gym in Chicago when we first spoke. They just bring such an energy. I've already compared them to a couple of like two-year-old Weimaraners, who have been pent up in the back of a station wagon all day and somebody just let them loose. The energy and the passion that they bring for making movies was a really fun energy to be around and then the fact that they also really know what they're doing is is a nice part of the overall experience." comicbook.com/dc/news/commissioner-gordon-actor-jk-simmons-batgirl-directors-adil-el-arbi-bilall-fallah/

Simmons talks about reprising his role in an interview:
“Batgirl was a treat, for a number of reasons. My little bit in Justice League was, at the time, meant to be, ‘Look, we’re gonna introduce this guy and we’re gonna see more of him in the future.’ I didn’t have a whole lot to do. In Batgirl, because of the relationship between Commissioner Gordon and his daughter, it’s much more of a domestic aspect of Jim Gordon. We do get to see some fun, out in the street...Well, I’m gonna stop now because I really don’t wanna do any spoilers. But it was fun to do the stuff with Leslie Grace, who plays Batgirl, and get to portray a different aspect of Jim Gordon, other than as Commissioner Gordon.”

From a SR interview: Adil El Arbi: It's a big, big honor. It's a big privilege. It's obviously both ends of the spectrum where Ms. Marvel is very bright and colorful, we have that animation style in it, while Batgirl is darker. It’s DC. It's Gotham. Bilall Fallah: Gotham City, yeah! Adil El Arbi: And it's just amazing to have Leslie Grace bringing [to life] that character. We fell in love with that character when we saw the Batman Animated series when we were kids, so we hope that this is sort of a model of that style and Tim Burton movies, obviously, and having Keaton as Batman as our first superhero? It's just a dream. Bilall Fallah: It was a goosebump moment. Adil El Arbi: He's the OG Batman!
