Because the thing is, the lead actor in it. Probably not the right size to be a boxer.

Jake LaMotta, who Robert DeNiro portrayed in the movie, was only 5'8", which is a couple inches shorter than DeNiro. A quick search leads me to believe that LaMotta was ~160lbs. when he fought Sugar Ray Robinson. So he wasn't a very big guy.

KILLER MCCOY. Basically Rocky.
And Burgess Meredith was playing an ex-boxer and he was 5'5. In fact, his character was named Mickey.

One of the greatest boxers in history was Jimmy Wilde. A flyweight, 5'2", 66 lbs. Could he have beaten Jake LaMotta or Muhammad Ali, God no. That's why there is weight classes.

5'10 isn't that short though.

5' 10" is nowhere near short. It is better described as "average." Ditto for 5' 8". That was Humphrey Bogart's height - and it's mine.

Actually, I think we're under the impression that boxers are really big guys, when in truth they come in all shapes. That's why they have many different weight classes, and most of them fit into the middle ranges. DeNiro as LaMotta would have been just right for the role he played. Stallone as Rocky actually kinda misleads us.

The "raging" goes a long way. I thought Deniro was constantly threatening presence, like he could burst into violence at any moment (which he did).
It's a matter of plausibility. I don't believe Robert Deniro the actor could take me in a fight, but he can sure make me think I have no chance against his character. I could hold my own against Matt Damon for a bit; Jason Bourne, now that's another story!

I was less "bothered" by De Niro in Raging Bull than I was by Paul Newman as Rocky Graziano in Somebody Up There Likes Me. Big fan of the movie, nonetheless.

Middleweights at the time, were all in the 5'7" to 5'8" range. Marcel Cerdan, Tony Zale, Rocky Graziano, Laurent Dauthuille. Tony Janiro. LaMotta was 5'8". Sugar Ray Robinson was 5'11"
