I won't vote, because I'm not sure anymore. A year ago (or 5), I wouldn't hesitate and say the 70s, but toward the end of that decade, the amount of great movies seemed to decline. Every decade has garbage - forget that.. I'm talking good to great movies.
I think foreign movies were much better in the 60s, especially Italian and Japanese movies. American movies seemed to have a more gritty, natural feel, but after jaws and star wars, studios took less chances, made less movies, and tried to hit a home run regardless of how bad the movie was.

The 70's.
Just off the top of my head.....

I could go on and on. The 70's was a pretty remarkable decade for film.

Sixties by a comfortable margin, simply by process of elimination. The 70s was the worst decade ever for movies. Just no inspiration or motivation in any of the acclaimed movies.
The early 60s were still great, for the three most important reasons.
First, because it was still in the era of "credible characters in incredible circumstances" as opposed to the late part of the decade of "non credible characters in dull circumstances" (Leone quite obviously comes to mind with totally one dimensional, unidentifiable Greek demi gods in boring stories and dull landscapes.
Second, because it was still the golden era of making movies for people, instead of insisting that people be forced to accept movies. After 1965, Critics, actors, actresses, and directors even bragged that their works forced people to be under their control. It was the era of "control freaks". The propaganda was not even subtle. Mobsters told people that the mobsters in charge were demi gods who couldn't be beat, which is why the first reason was so necessary.
Third, it wasn't until about 1966 when Hollywood went totally into neo Nazi ideology. The Hitler worship was undeniable. I've spoke about this before, not out of emotion, but simply out of pure objective observation. It is what it is. The "Hitleresque blond, pale female" was invulnerable, and all other women were sacrificed, and that wasn't even enough for movie makers. Men who married, courted, or helped the Aryan blond female were rewarded with success, respect, and victory, and those men who helped non Aryan women were demoted with failure, death, and degradation. The brainwashing was so drilled into the viewer that even now there are feeble minded people who whine about it when I bring up this fact. I wouldn't be surprised if some of them won't whine about it after reading this.
All this was going in through nearly the entire 70s.
Therefore, the worst era in movies was about 1966-1980, so the seventies are arguably the worst decade, and undeniably one of the three worst decades in movie making. The sixties had much going for it in the early part, before Hollywood sold out to the mob's control freaks.
Which makes the sixties the better decade.

Globally, the 60s.
Every country was making films--but in the 70s it started to disintegrate. England went first--domestic film production dried up by the mid 70s. And other countries followed--at the same time Hollywood was shrinking but getting more powerful--the blockbuster came along which further decreased creative variety.
Hollywood was at its weakest in the 60s but production being carried out by independent companies meant more variety.

I love the films coming out in Hollywood as well as from Italy and France in the early 1960s. By the late 60s things had changed a bit, but they are still somewhat enjoyable. I have some favorites from the 1970s like All the Presidents Men, Three Days of the Condor, and Sorcerer but overall the early 60s win me over.

I could go on but it’s a solid half decade.

It seems like great foreign movies were less and less in the 70s, but American movies were better in the 70s than the 60s.
