Returns and it's not even close. Danny Devito/Penguin was a way better villain than Bane and Pfeifer was a way better Cat Woman than Hathaway.

Batman Returns easily.
The Dark Knight Rises has some good stuff in it but a lot actually angered me.

They are both classics/will become classic but I will edge it to Dark Knight Rises. Returns would be much better if it gave more screen time to Batman because it feels like a Penguin origin story with a bit of Batman in-between. Rises is all about Bruce Wayne/Batman who is at front and center of the entire plot.
Also if people are moaning about Rises' plot and how silly it is just remember that Batman Returns ends with Oswald trying to blow up Gotham City with mind-controlled Emperor Penguins that have strapped ACME rockets on their backs.

The Dark Knight Rises 6/10
Give the edge to Returns solely due to Keaton who remains my favorite Batman. However, I’m not a huge fan of either film. Rises is Nolan’s weakest Batman film and while Devito does a good job with the Penguin the story is just a lot less interesting compared to Burton’s first Batman film.

A few years ago i wouldve said TDKR...but im going Returns at the moment. The style is so thick you can lap it up with a spoon and i absolutely love Pfeiffer as Catwoman. Sexiest woman alive in some scenes.
