When the hell has anything on HBO been an anthology?
I only watch Legion and Fargo on FX so I can't comment on all their shows.
I don't mind anthology shows. If there are characters who finish and arc and there's nothing left for them to do then why keep them around to become stale and repetitive? It's easier to explore new characters in the same universe.

Dunno...Black Mirror is an excellent anthology series tho. A true anthology in that each episode is unique.

I don't watch FX. I thought most shows on HBO were serialized. Like GOT and Westworld.

I'm not sure when anthology series changed it's definition but I still think of it like you do. The Twilight Zone was an anthology series. True Detective is a mini series. Fargo is a mini series. Also you're right. Black Mirror is a solid albeit often depressing anthology series.

They best shows are still serialized. Anthologies are a good thing though. Serialized series are definitely still the best. However, I think there is something to be said about season long anthology series. I think there are a lot of great ideas out there that are too long for a movie but too short for a TV series. Anthologies work great for those types of ideas. It also allows for writers to tell a more compact story without having to worry about stretching things out for years and years. Additionally, anthology's can attract certain "movie" star actors because they don't require them to commit to a series long term. So I hope they continue to create both season long anthology and serialized series going into the future.
