Jamie Foxx, by far.
With that being said, Marlon Wayans doesn't have anywhere near the resume that Jamie Foxx has, so it is a bit of an unfair comparison. If you had compared them back before Ray, then I would have said Marlon Wayans.

I never found Foxx funny as a comedian, and he hasn't really impressed me dramatically since his killer year in 2004. He usually stands out the least in any given (hey-o) movie he's in, and that's including one with Gerard Butler.
I thought Marlon showed a lot of promise early on. He was hilarious in Don't Be a Menace and the first Scary Movie, and excellent in Requiem For a Dream, but the latter obviously didn't have the sane effect on his career that Ray did for Foxx. Guess I'll give him a vote just for what might have been.
