This isn't going far enough in my opinion, but I suppose reviewing every whistle resulting in a free kick would take an unreasonable amount of time. It's a good start though, and it'll make players think twice about diving, regardless of the circumstance.

Because what is going to happen when a guy barely touches an opposition player (but does touch him), but the other guy goes down in agony like he's just been shot (is that going to constitute diving?). Well I guess we'll find out. What you really want is consistency, so as long they are being consistent with their punishments it is okay, but knowing the FA that wont happen.

What happens if a player is running into the box, the opposition player puts a leg in, he tries to avoid the leg and loses control of the ball? Will he get a penalty if he stays on his feet? He should, it's a careless tackle, it is a foul. If he goes down will he be banned?
Absolute minefield, it's just going to result in more accusations of bias and witch hunts against the most publicised teams.

I don't think you've got much to lose there, no, reputations have to be earned, and you only earn a reputation by proving it on the field (or the prediction league), science baby. It literally takes a minute or two a week, just a bit of fun. So I'll put you down as a maybe.

I suspect managers, fans and pundits will focus on those rare moments where a player didn't dive but simply lost their balance.
And will this include going over to avoid a tackle so you went down but no actual contact was made?
