Why kill off characters in the sequels if you're just going to bring them back anyway in a future film? Didn't the deaths have a purpose in the greater scheme of things?

I think that's an interpretation of that blurb.
The concept that The Matrix itself comes in many different version comes from the first movie, but that Neo lives in each of them is a concept explained at the end of the 2nd movie when he meets The Architect. Or else we'd be looking at all new characters altogether.

Bad omens. The last promotional speak that mirrored this was Terminator Dark Fate and that ended up sucking.

Wouldn't be surprised if this is the actual approach for the movie.
